The administration of the oath of office to the three returning council members came a week later then originally planned, but all three were pleased to be returning to duty even if it meant handling the aftermath of Hurricane Michael.
All five Chipley council members had only praise for the work ethics of the city’s employees when it came to handling the stress of dealing with the hurricane and the destruction it left in it’s path as it crossed Washington County.
Second on the agenda Tuesday night’s meeting was election of the council member to serve as Mayor. That position was quickly handed over to Councilwoman Tracy Andrews, who displayed a few moments of emotion before accepting the post.

Council members took the following actions regarding the evening’s agenda:
- Approved the minutes of the July 10th Special Council Meeting/Executive Session; Regular Council Workshop of Sept. 6th; Tentative Millage and Budget Adoption Hearing on Sept. 11th; Regular Council Meeting of Sept. 11th; Final Millage and Budget Adoption Hearing of Sept. 27th; and Special Council Meeting of Sept. 27th.
- Gave approval to requests from the Chipley Redevelopment Agency (CRA) to issue grants for Hurricane Michael related damage cleanup, contingent on final approval being given by the CRA Board on Friday.
- Approved Resolution No. 19-01 regarding the FDOT SCOP West Blvd Resurfacing Project Agreement.
- Approved Resolution No. 19-02 regarding the FDLE JAGD grant application submission.
- Approved Resolution No. 19-03 regarding the FRDAP Pals Park Phase IX grant application submission.
- Approved Resolution No. 19-04 regarding the FRDAP Pals Park Phade X grant application submission.
- Approved Resolution No. 19-05 declaring Oct. 22nd-28th Florida City Government Week.
- Approved awarding the FDOT LAP engineering for the 5th Street Drainage to CEI Services.
- Voted to rebid the FDOT LAP 5th Street Drainage Construction bid. It was reported that Gulf Coast Contractors was the orginal low bidder, but they were over budget. The city will reword and rebid the project, but it will be reduced in scope.
- Approved five members – Paul Goulding, Regina Wolfgang, Dennis Lareau, John Ostrowski and Amy Whittington – to serve on the City’s Sign Ordinance Review committee.
- Approved increasing the City Administrator’s purchaing authority to $30,000.
- Approved a memo of understanding with Washington County for debris removal dealing with Hurricane Michael.
- Approved a Special Event Application to allow the Washington County Sheriff’s Office to hold a 5K Run on Dec. 1st at 4 p.m.
