The Bay County Sheriff’s Office announced today the arrest of a Bay County man for charges relating to the manufacture of child pornography and molestation of a child.
Working on information from the National Center for Missing & Exploited Children, BCSO investigators from the Criminal Investigations Division were able to determine that Jesse Goins, age 39, of Panama City, had produced images of himself molesting a child less than 12 years of age. These images were then saved on an internet cloud storage platform where they were discovered by the internet service provider.
Investigators were able to identify and interview the child, who confirmed the molestation occurred on multiple occasions. Investigators also located Goins and spoke with him. At the conclusion of the interview, Goins was arrested and charged with Capital Sexual Battery of a Child Less Than 12 Years Old, and Use of A Child In A Sexual Performance. He is currently being held without bond at the Bay County Jail.
This investigation is ongoing and further charges are possible.
