Washington County, Florida Sheriff’s Office Arrest 4 for Felony Drug Offenses

Two unrelated traffic stops lead to felony drug arrests in Washington County over the weekend.
 
On Friday, December 30th, 2022, deputies with the Washington County Sheriff’s Office initiated a traffic stop near Buckhorn Blvd. and Peppervine Place.
 
Once initiated, deputies witness an object being tossed out of the passenger window of the vehicle.
 
A brief check of the license plate revealed the registration on the vehicle was expired.
 
Deputies make contact with the occupants of the vehicle, driver, 52-year-old, Robert Francis Sullivan, and 23-year-old, Andrew Jacob Culp, both of Buckhorn Blvd., Chipley.
 
Both deny tossing anything from the vehicle and both were detained for further investigation.
 
A brief search of the area by a department issued K-9 resulted in a positive alert to narcotics in the vehicle and deputies located a small package with a crystalized substance which later field tested positive for methamphetamine.
 
Both Sullivan and Culp were arrested and transported to the Washington County Jail on charges of possession of methamphetamine and evidence destroying.
 
In a separate traffic stop initiated on January 1st, by WCSO deputies near Deading Rd. and Ada Dr. in Sunny Hills also resulted in felony arrests.
 
Deputies initiated the stop, but the vehicle continued traveling South and failed to yield.
 
WCSO deputies activated the sirens as the vehicle continued traveling and later came to a complete stop on Celebrity Circle.
 
The occupants of the vehicle were commanded to exit the vehicle.
 
The registration on this vehicle was also found to be expired and the driver identified as, 39-year-old, Justin Lee Cannon, of Chipley was operating the vehicle with a suspended license.
 
A department issued K-9 was deployed and positively alerted to the odor of narcotics inside the vehicle.
 
A subsequent search of the vehicle was conducted, and illegal items were located inside the vehicle.
 
Cannon and a passenger, 40-year-old, Kala Nicole Shiver were both arrested and booked into the Washington County Jail.
 
Cannon on charges of driving while license suspended or revoked, possession of methamphetamine and resisting an officer-flee elude.
 
Shiver on charges of possession of methamphetamine.
