On May 11th, 2024, deputies with HCSO responded to a call from a concerned mother who had discovered her 14-year-old daughter’s diary containing details of sexual relations with 28-year-old Cecil Mullins.
Upon receiving the report, on-call investigators were notified and responded.
Investigators collected the evidence and successfully located Cecil Mullins at a residence in Bonifay, where he was escorted to the Sheriff’s Office for questioning.
Confronted with the evidence, Mullins admitted to the allegations, revealing multiple instances of sexual relations.
Subsequently, Cecil Mullins was placed under arrest and charged with sexual battery with child under 16.
