On January 26, at 10:24 a.m., Washington County Sheriff’s Office was notified by Panama City Beach Police that a juvenile was missing, and present in a vehicle that was traveling North on State Rd. 79 entering into Washington County.
Panama City Beach Police stated they were attempting to stop the vehicle with the missing juvenile on State Road 79.
WCSO in conjunction with Panama City Beach Police conducted a traffic stop and recovered the juvenile.
An investigation was conducted and revealed that the driver of the vehicle, Mike Andrew Toledo-Garzon drove to a location in Panama City Beach, Florida, picked up the juvenile around 4:00 a.m. on January 26 and departed the area.
The juvenile has been returned safely to her family.
At the conclusion of the investigation, 18-year-old, Mike Andrew Toledo-Garzon was arrested and charged with: Interference with child custody, possession of heroin, possession of drug paraphernalia and operating a motor vehicle with no license.
Based on Toledo-Garzons statement to investigators, he is illegally residing in the United States from Columbia.
