Sheriff Tommy Ford announced today the arrest of an illegal alien after a juvenile disclosed having a sexual encounter with an unknown adult man they connected with using a social media app.
Earlier this month, the Bay County Sheriff’s Office received a report regarding the sexual abuse of a child. The victim was interviewed at the Gulf Coast Children’s Advocacy Center by the Child Protection Team and disclosed they had sexual intercourse with an unknown adult man after meeting them on a social media application.
Investigators working with the crime analysts in the Bay Real Time Operations Center (BayROC) used investigative techniques and search warrants to successfully identify the adult man. Damian Gulgar, age 44, a Jamaican national, was the person who engaged in the sexual acts with the victim.
Gulgar was arrested on January 29, 2025, and interviewed by law enforcement. Gulgar admitted to his sexual involvement with the child and disclosed having a chronic sexually transmitted disease. Gulgar stated he did not fully disclose his health condition to the child. Gulgar was charged with one count of Unlawful Sexual Activity with a Minor and one count of Uninformed HIV Infected Sexual Intercourse.
The Department of Homeland Security Immigrations and Customs Enforcement was also notified about his arrest and he is currently being held on an ICE Hold. Sheriff Ford would like to remind parents to be vigilant of their children’s online activities and to report any suspicious activity to the Bay County Sheriff’s Office.
