On August 8, 2025, a Chipley Police Department officer discovered a suspicious vehicle, a black Honda Accord, parked behind the Tractor Supply store after business hours.
Upon arrival, the officer observed a male driver, later identified as Rory James Davis, appearing disoriented and intermittently losing consciousness. When questioned, Davis seemed confused about his location and was initially unable to provide identification.
During the interaction, the officer observed Davis empty his pockets, revealing a purple eyeglass case containing what appeared to be a pipe commonly used for smoking illegal narcotics. When asked to present the case, Davis quickly placed it back in his pocket.
Officers detained Davis and conducted a pat-down, recovering the eyeglass case, which contained a glass smoking pipe with burnt residue that tested positive for methamphetamine.
A subsequent inventory of the vehicle revealed a black digital scale with methamphetamine residue in the driver’s door, a pill bottle in the center console containing a plastic bag with methamphetamine, and a white container on the passenger seat with marijuana (less than 20 grams).
Rory James Davis was arrested and charged with the following violations of Florida Statutes:
• 893.13(6)(a): Possession of a Controlled Substance (Methamphetamine)
• 893.147(1): Possession of Drug Equipment (Scale and Pipe)
• 893.13(6)(b): Possession of Marijuana (Less than 20 grams)
